I was put away early 1990 into the William S. HallPsychiatric Institute, for something else. My liver blood readings were off.This was attributed to alcohol intake. Upon discharge, I received a court orderto get a shot of Prolixen every two weeks. I allowed this to continue for fouryears. March 31, 1994, I was scheduled to get a shot. What I did was pack upall of my belongings into my station wagon and drove to Charlotte. I soon foundwork and was soon back in school at UNCC.
May,1995, I again came down with extreme fatigue. This may have been naturalbecause I have been dragging my feet ever since. A possible deterioration of myliver. I went to Dr. Beverly Lessane at the UNCC Brocker Student Health Center.Beverly took my blood and told me,

s manuscripts of FORGIVE MYGRIEF. I drove on to New Orleans. Along the way, there were no cars thatstayed constantly in front of me; i.e., no gassing. On the other side of BatonRouge I found myself passing a clump of cars. It was around 10:00 p.m. Therewas another clump of cars a couple of miles on down I-10. I fixed my positionapproximately a dozen car lengths in front of the clump I had just passed. Inmy rearview mirror, I noticed a car slowly leaving the clump of cars andclosing on me. I accelerated to prevent him from passing me and fixed myposition in front of him. After about a minute, this car again closed thedistance between us. I again accelerated. This continued till I was going flatout at 95 mph. The car slowly gained on me and slowly passed me. I maintained95 mph till the car was about two dozen car lengths in front of me. I thenquickly slowed down to about 45 mph and kept that speed for a few minutes. Ithen drove normal to New Orleans. In New Orleans, I did some research in itslibrary and spoke to a former secretary of Jim Garrison. I got the

After a while, I started calling the Kershaw County solicitor, John Meadors at803-425-1500 about when I was going to be called up for court. November 3rdpassed me by. I called to the degree that my Social Worker in the building Ihad been transferred to was notified that I shouldn
t be allowed to call thecourthouse anymore. So, I got a family friend, Attorney John DeLoach,803-432-3513, to inquire for me to the solicitor when I would go to court. Itseems like three times John DeLoach was told erroneously that I was to becalled up the next term. I gave up on this approach. March 16th ofthis year, Clinical Psychologist Robert V. Heckel, came to see me for acompetency evaluation. Bob found me totally competent to stand trial. I don

Synopsis of CIA and JusticeDepartment Tactics Insuring That the SAM Missiles Will Be Available toTerrorists
Recent information provided tome by one or more of my many contacts in the CIA community describes the dates,places, and people involved in offering the missiles to the United States, andthe rejection of this offer. These sources provided me with precise details ofthe negotiations to give the missiles to the United States, the agreement byAfghan rebel leader, General Rashid Dostom, and a CIA attorney.
CIA headquarters was initiallymade aware of the offer through a letter sent by a former CIA agent whom I haveknown for about five years, and who I consider very honorable and reliable.That letter went unanswered. The agent, concerned about the consequences ofcommercial airliners being shot down with these missiles, then contactedanother CIA employee at CIA headquarters, who then tried to force a responsefrom high CIA officials. This latest action forced CIA officials to finallyrespond.
Negotiations then commenced,which involved, among others, the former CIA agent who headed a major CIAproprietary in Hawaii; a CIA attorney in the Los Angeles area; an Afghanilocated in California; and an Afghani rebel general in Afghanistan (who hadpreviously turned over 20 Stinger missiles to the United States).
The general agreed to turnover the missiles without cost to the United States, and simply requested therelease of an Afghani being held in federal prison on a drug charge arisingfrom a possible KGB setup. At the same time that the Afghan general wasoffering to give these missiles to the United States, these same missiles werebeing sought by terrorist groups who bid large amounts of money for them. Oneobvious possible use for these missiles in terrorist hands would be to shootdown commercial airlines.
Incredibly, CIA and JusticeDepartment officials rejected the offer, insuring that the missiles would fallinto the hands of terrorists, where some of them may be at this very moment.
The Afghani initially offeredto give to the CIA 30 to 40 Stinger (following an earlier return of 20 Stingermissiles), with a possibility that 100 more would be delivered thereafter. TheCIA and Justice Department requested

serial numbers for several of the missiles to determine that themissiles were actually available. These serial numbers were then provided, andthe numbers were confirmed by U.S. authorities as authentic.
After telephone contact wasmade with this Afghan general (General Dostom), a written agreement was signedby a Los Angeles area CIA attorney, the Afghani in California, and the formerCIA agent who the Afghans were using to insure that the CIA and JusticeDepartment kept their word.
Knowledge of corrupt CIAand Justice Department Activities
My prior experience as afederal and then a private investigator, and a confidant to many former CIA andother deep-cover people seeking to expose government corruption, has enabled meto recognize the corrupt conduct of these two government agencies. I stronglyfeel that this rejection indicates a secret agenda that could inflictadditional great harm upon America. This conduct would be compatible with thecorrupt activities and harm that I have detailed and documented during the past30 years of attempts to expose the activities of corrupt government officialsand employees.
POSSIBLE REASONS FORREFUSING THE MISSILES
There are several possiblereasons for the CIA and Justice Department refusing to accept the missiles, andeach of them is in character for these two groups. Two of these reasons arelisted here:
* Attempt to preventexposure of an earlier CIA and Justice Department scandal.
If the missiles had beenaccepted, it is possible that this sacrificed agent would be identified and themassive fraud involving the Hawaiian and Nugan Hand operations would thensurface. (Exposure of this type of misconduct would reveal that the JusticeDepartment
s conduct at Ruby Ridge and Waco are only the tip of the iceberg.)
* CIA need for continuingcrises.
Another possibility for CIA and Justice Department rejection ofthe Stinger missiles is that the CIA wants
the missiles to fall intoterrorists
hands, and actually wants an airliner to be shot down. Theshoot-down of a commercial airliner could then be used to justify thecontinuation of CIA activities. Yeah, that is right.

t no countdown to it, we have just got to be sitting on go.Countdown, they can move in on you, and on go they can
t. Countdown is allright for a slow prepared operation. But in an emergency operation, you havegot to be sitting on go.
Somersett:
Boy, if that Kennedy gets shot, we haveto go know where we are at. Because you know that will be a real shake ...
Milteer:
They wouldn
t leave any stone unturned there. No way. They will pickup somebody within hours afterward ... just to throw the public off.
Somersett:
Oh, somebody is going to go to jail if he gets kills.
Milteer:
Just like Bruno Haputmann in the Lindbergh case, you know.
TheFBI was well aware of this conversation; on November 17, FBI overnight codeclerk William S. Walter received an Airtel alert from FBI headquarters inWashington about
a threat to assassinate President Kennedy November22-23" in Dallas by
a militant revolutionary group.
Instructions in theteletype include contacting infiltrators (such as Somersett) in local racisthate groups.
At10:30 A.M. on November 22, Somersett received a phone call in Miami fromMilteer in Dallas, stating that President Kennedy would be there that day andwould not be visiting Miami again.
OnNovember 23, Somersett and Milteer met at Union Station in Jacksonville,Florida. Milteer had just come from Dallas, and he was
jubilant
over theassassination of the President. He bragged to Somersett that
everything rantrue to form. I guess you thought I was kidding when I said he would be killedfrom a window with a high powered rifle.
Somersettasked Milteer if he had been guessing about the assassination. Milteer replied,
I don
t do any guessing.
Thetwo men traveled to Columbia, S.C., that night.

Onthe way up, Milteer said to Somersett:
Well, I told you so. It happened like Itold you, didn

s the way it was supposed to be done and that

Atbreakfast on November 24, Milteer told Somersett,
They did not have to worryabout Lee Harvey Oswald because he doesn
t know anything.
Later that morning,Jack Ruby shot Lee Oswald. After Oswald died, Milteer told Somersett,
Allclear, don
t worry.
TheMilteer case is important for two reasons: it proves the existence of aconspiracy and Milteer
s prior knowledge of the details of the plot, and itshows how the FBI handled the situation. Instead of grabbing Milteer and Brownbefore the murder, they waited until after the fact, then tipped them off thatSomersett was informing on them, thereby compromising their informer
s safetyand putting his life in jeopardy. At the same time, they made sure thatSomersett could not get any more information on Milteer, Brown and the plot.Somersett was the best lead to the conspiracy; the FBI could not allow thatlink to exist, and so they severed it.
MiamiCircuit Court Judge Seymour Gelber, then an assistant to State Attorney RichardGerstein, had been working on the Milteer case since the start. He expresseddisbelief at the actions of the FBI. Gelber wrote,
Somersett is extremelyconcerned about this turn of events [Milteer being called in by the FBI andtipped off that Somersett was the source of information]. Milteer did notaccuse him of being an FBI informer, but inasmuch as the questioning appearedto be based on the statements made to Somersett, suspicion would inevitablyrest on him (Somersett) ... There is no chance of getting Milteer and Brown toMiami now and there is a possibility that they will show considerable cautionin future conversations in Somersett
s presence ... It ruins our investigationand further weakens the effectiveness of the undercover agent, not only for us,but also for the FBI.
Duringhis
interview
with the FBI, Milteer
emphatically denies ever making threatsto assassinate President Kennedy or participating in any such assassination.
Even though the FBI had in their possession the Somersett-Milteer taperecording, they took Milteer
s word for it and ignored their own evidence.
Perhapsthe strangest part of the Milteer incident is that his blood lust led him toDallas to witness the assassination. He was photographed and filmed on theeastern curb of Houston Street, diagonally across Dealey Plaza, just out ofrange of a possible stray shot, as the President
s car drove by seconds beforethe first shot was fired.
Somersettdied on May 7, 1970 in Goldsboro, N.C. after a long illness. He was 68 yearsold. Two years before, on April 3, 1968, Somersett called Miami PoliceDetective Lt. C.H. Sapp and informed him that he had learned through hisconnections of a plot to assassinate Dr. Martin Luther King, Jr., in Memphisthe next day. Although we cannot prove it, he must have reported theinformation to the FBI at the same time. Sapp has stated that Somersettmistrusted and feared the FBI, even though he had worked for them since theearly 1950s. This may be one reason why he gave the same information to theMiami Police.
Dr.King was murdered the next day, on April 4, 1968. Willie Somersett had givenaccurate information to law enforcement agencies about two of the mostimportant political assassinations in history, and they had been unable
orunwilling
to prevent the killings.

In all that time,the FBI, well aware of his foreknowledge of the impending murder, neverapproached him after the initial tip-off interview to try and find out more ofwhat he knew. Milteer was their strongest known link to the murder, yet theyrefused to follow up on that lead. Why?
TheFBI did not give the Warren Commission the Milteer file until the last fewweeks of the Commission
s existence. Then, instead of acting on theinformation, the Commission buried the Milteer file in the National Archives,marked,
National Security
. Only through the Freedom of Information Act werethe file and related documents finally pried loose from the cloak of secrecy.
Milteeris dead and he was just one man, but he was one of tens of thousands offanatical members of increasingly militant hate groups in the United States.And those groups still flourish to this day.

Thischapter was written by Bill Barry of THE MIAMI NEWS. We feel this is one of themost important developments in the unfolding assassination story. Only a shortsummary of this story was printed in THE MIAMI NEWS, and in a few of thenation
s large dailies. Names of all parties mentioned in the story areknown to the police agencies.
Twoweeks before John Fitzgerald Kennedy was assassinated in Dallas, a man sat in aMiami apartment and told how it would be done.
Hesaid that the President would be shot with a high-powered rifle from an officebuilding. He said that the gun would be disassembled, taken into the building,assembled, and then used for murder.
Nomention was made about disassembling the gun again to take it out of thebuilding.
Hethen said:
They will pick up somebody within hours afterwards ... just tothrow the public off.

Theman told his tale on November 9, 1963. On November 22
shortly after noon
President Kennedy was shot with a high-powered rifle while riding in an opencar which had just passed the Texas School Book Depository building on ElmStreet in Dallas.
Justa few hours later, Dallas Police captured Lee Harvey Oswald. They said he hadassassinated the President. But Oswald said:
I haven
t killed anyone ... I
mjust a patsy.
Oswaldwas echoing the man who said in Miami that somebody would be picked up for themurder
quickly
just to throw the public off.
Thepublic avidly read stories about Oswald
accused killer of the President
whohad been drummed out of the Marine Corps and who had defected to Russia and whohad a Russian wife and who had a record of mental instability and who was apolitical agitator of extreme causes.
IfOswald was a patsy, whoever had picked him for the role had chosen well.
TheWarren Commission later concluded that lee Harvey Oswald was the lone assassin.It said that he owned a high-powered rifle ... a 6.5 Mannlicher-Carcano,bolt-action, fitted with a sniper scope.
TheCommission said that Oswald had disassembled the rifle, 34" long put theparts in a paper bag, and carried the bag under his arm into the book buildingon the morning of the 22nd. The Commission said Oswald thenassembled the rifle on the sixth floor of the building and fired it three timesat the President when he went by in his open car.
TheCommission said Oswald did not try to remove the rifle from the building. Thepolice found it behind some boxes.
Theman who had predicted the method of assassination two weeks before it also saidthis
He (Kennedy) knows he is a marked man.
Hewas asked:
They are really going to kill him?
Heanswered:
Oh, yeah, it is in the working.
PerhapsKennedy did know that he was marked man.
Onthe morning of Nov. 22
while Lee Harvey Oswald was allegedly taking hisdisassembled rifle into the book depository where he worked
President was ina Fort Worth hotel room with his wife.
Ashe was waiting for his flight to Dallas, someone showed him a full page adwhich had been run that morning in the Dallas newspaper. The ad accused thePresident of treason. His close aide, Ted Sorenson, later wrote that Kennedyturned to Jackie and said:
We
re really in nut country now.
ThePresident and Jackie both read the ad through. Both reacted as if they had beenstruck physically. William Manchester, in THE DEATH OF A PRESIDENT, describeswhat happened next.

Kennedybegan pacing the room talking about assassination.
Hesaid:
Last night would have been a helluva night to assassinate a president. Imean it. There was the rain, and the night, and we were all getting jostled.Suppose a man had a pistol in a briefcase.
Heraised his right hand, pointing it like a pistol, and he fired off some shots,using his thumb as the rising and falling action of the pistol
s hammer.
Hesaid:
Then he could have dropped the gun and the briefcase .. .and melted awayin the crowd.
Kennedythen went to Dallas
to his death. But the assassination did not happen theway he had figured it. It happened the way the man in Miami had said it would
two weeks before.
Itwas not done under the concealment of night, in the confusion of a rainstorm,by a man in the street with a pistol and with a mob in which to lose himself.It was done in bright sunlight, at midday. The Warren Commission has said itwas done with a high-powered rifle from an office building.
Theman in Miami also named one man who was gunning for Kennedy. He said:
... (he)is just as likely to get him as anybody ... he tried to get martin Luther King... he followed him for miles and miles, and couldn
t get close enough to him.
Theman he named was not Lee Harvey Oswald. The person named is a Klan leader fromTennessee. He, and the man talking in Miami, were working with Right Winggroups
trying to form a third American political party.
Theparty was to be called the Constitutional Party for States Rights. The man inMiami said the party was to be used as a front for several activities.
Hesaid:
There is a party movement, and there is also an individual movement. Andthey are distinct and separate.
Theparty movement, he added, concentrated on state
s rights politics. Theindividual movement, he said, concentrated on terror.
Hesaid that the Klansman whom he named as the man who might kill the Presidentwas a member of the hard-core underground. He said that the Klansman was in onthe bombing of the Birmingham church in which several Negro children werekilled.
Hesaid:
If he wants to blow up the National Capitol, that is all right with me.I will go with him. But not as a party though, as an individual ... after theconversation, and the way he talked to us, there is no question in my mindabout who knocked the church off in Birmingham.
Sittingin an armchair in a cream-colored parlor in Miami, on November 9, 1963, twoweeks before the President was killed, the man said:

Sittingcalmly in the Miami apartment on Wednesday, Nov. 9, two weeks before thePresident was assassinated, the man talked on. Behind his chair were some holesin the wall. Inside the holes were wires. The wires led through the wall to abox hidden on top of the refrigerator in the kitchen.
Thebox was a tape recorder owned by the Intelligence Division of the Miami PoliceDepartment.
Severaldays later, a copy of the tape containing information about the plannedassassination of president John F. Kennedy was given to the Secret Service.
OnNov. 18, President Kennedy came to Miami. The Miami Police took extraordinarymeasures to guard the President
s life. They insisted that he abandon the planto take a long and open motorcade from the airport into town. They put him on ahelicopter instead.
Heleft Miami in good health. It was a Monday.
ThatFriday there was no count down in Dallas. Somebody was sitting on
go.
ThePresident was shot dead.
TheMiami tape was two weeks old.
Andthe Secret Service had had it for over a week ...
In1963, the Miami Police were fighting a new kind of foe.
Allover the country
and especially in the South
a traditional but smallpolitical force had been gathering strength and members. The force vowed tofight back against the growing power and influence of the Civil RightsMovement.
Theforce called itself the State
s Rights Movement. In 1963, it was organizing inmost of the United States. And, in 1963, some of its organizers were movinginto Florida.
Aninformer for the Intelligence Division of the Miami Police had infiltrated thehierarchy of the national group. What he told his Miami contacts made them sweata little. They envisioned busted heads rolling in the dust of Seventh Avenue,and they feared that blood would run in the gutters of Flagler Street in Miami.

Thebusted heads would have been Negro heads. And the blood would have been theblood of Jews.
TheMiami police wanted to smash the extremists before they brought their violencedowntown where integration was proceeding quietly
and smoothly.
TheInformer made his first contact with a national leader in July. They met inAtlanta at a chicken cafeteria operated by Lester Maddox
the new ax-handlegovernor of Georgia.
TheInformer was briefed on the plans and present organization of the new thirdparty. There were some nationally prominent names involved. One of the namesbelonged to one of the greatest political families in American history.
TheInformer was told that one of the immediate goals of the party was to persuade

torun for president on the State
s Rights ticket in 1964.
TheNational Leader said that he was soon going to make an inspection tour of localorganizations in several states and he invited the Informer to go along.
Theyleft in the National Leader
s truck in October. they attended State
s Rightsmeetings from Georgia to Indiana. On the way back, they stopped in Tennessee tovisit with one of the group
s top officers.
Hewas also a high Klan official. The Informer learned to know the Klansman as anunderground terrorist for the national party
a man who allegedly had a likingfor bombing churches and killing Negroes.
TheInformer was told that the Klansman had participated in the bombing of theBirmingham church in which several Negro children were killed. He was also toldthe Klansman had tried to kill Dr. Martin Luther King and that, now, he had hisgunsights on the President of the United States.
TheInformer returned to Miami and told his police contacts that everywhere he hadbeen he had heard talk about the plans to kill John F. Kennedy. He was told toget the National Leader down to Miami
quickly.
Kennedywas due in Miami on Nov. 18. The police wanted to know more about theassassination talk. And they wanted to
bug
the National Leader so that theywould have the talk on tape.
TheInformer told the National Leader that everything was set up for him to come toMiami to talk to the local Patriots about organizing a main Florida chapter ofthe State
s Rights Movement.
TheNational Leader came to Miami in November.
OnNov. 9, he sat in the parlor of a Miami apartment and talked to the Informerabout organization and violence. He also talked to the hidden microphone of apolice tape recorder.
Thetwo men talked about people high up in the movement. The Informer said that hewas worried about some of these people who seemed to have a propensity forshooting their mouths off in front of people they didn
t know.

Afterall, he comes right out with it.
TheNational Leader agreed that security demanded that loose talk be curbed.
Thetwo men also talked about several of the group
s demolition squads which wereled by former American soldiers.
TheNational Leader said that he had been contacted by an underground chief inDelaware who had his eye on the Supreme Court building in Washington. TheNational Leader had worked on the construction of the building for three and ahalf years.
Hesaid:
He wanted me to give him the layout there so they could go over thereand do some things there, you know. But he called it off. I don
t know why. Ididn
t ask him why. That was his affair. But he called it off. But I was readyto go with him. I gave him the damn information he wanted.
TheInformer said that they had to be careful transporting dynamite across statelines because that was a Federal offense. The National Leader said that theorganization would be strictly secret with nobody but himself exposed. He said:
And we have to set up a little fund there to get it operating.
Ina while, the Informer said:
I think Kennedy is coming here on the 18th,or something like that, to make some kind of speech.
TheNational Leader stated:
You can bet your bottom dollar he is going to have alot to say about the Cubans, there are so many of them here.
TheInformer :
Yea, he will have a thousand bodyguards. Don
t worry about that.
TheNational Leader:
the more bodyguards he has, the easier it is to get him.
What?

TheInformer tried to coax the National Leader into saying where, and from whichoffice building the assassination might be done. But all the Service usuallycovered only buildings which appeared suspicious to them.
Hesaid that the rifle to be used in the assassination would be taken disassembledinto the building. He said:

t have to take a gun up there. You cantake it up in pieces.
Theconversation again turned to the heavy work the group was doing withexplosives. But explosives were never mentioned as a weapon to be used by thoseplotting the President
s assassination.
Hethen said the police would be quick to pick somebody up for the killing, justto throw the public off.
TheInformer and the Secret agent rode around in a car while the Informer gave astatement about the assassination plans.
Morethan a week later, the President was killed. It was apparently done in theexact manner described by the National Leader of the Right Wing movement thenstrongly emerging in American politics.
Afterthe assassination, Miami Police again brought the tape to the attention of theSecret Service. The Informer said that the National Leader was picked up by theFBI on Nov. 27, 1963. His name does not appear in the report published by theWarren Commission.
Recently,talking about the National Leader, the Informer said:
He was glad that Kennedyhad been killed.
Buthe was scared too. He didn
t plan to be in on it. But he knew the people whodid. It was a general idea
a subject of general discussion in all the groups.There were maybe five, or ten groups, which could have been in on it.
Buthe thought it was probably pulled off by the Klan group in Dallas headed by aman named (deleted). When it happened, he figured they were the ones that didit. He was a little scared because he had been around these groups when theyhad been discussing the plan.
TheInformer said:
The Secret Service and the FBI had this information. They knewthat the threat was there. They knew how it was to be done. And they didn
tprotect the President from it. They were out drinking and running around thenight before and Mr. Kennedy got killed.
TheSecret Service agent who had met that night with the Informer was askedrecently about the tape. He said:

t comment. And you can
t quote me onmy no comment.
He was serious.
AnFBI agent, named as a contact by the informer, said,
We had nothing to do withthe tape.
He was asked if he knew about the existence of the tape. He said:

Introduction
This is not just anotherof the many
booksanalyzing the dry evidence in the assassination of President Kennedy. It is,instead, a chronicle of the experiences of one man who tried to get to thetruth about the murder and prosecute those responsible for it. I write not as acritic but as a participant, a prosecutor and an investigator.
Atthe time of the assassination on November 22, 1963, I was district attorney ofnew Orleans. Because the accused assassin, Lee Harvey Oswald, had resided inNew Orleans the summer before the assassination, I was immediately drawn intothe case.
More thanthree years later, in March 1967, my investigation culminated in the arrest ofClay Shaw, director of the International Trade Mart and fixture of New Orleanshigh society, on charges of conspiracy to murder John Kennedy.

s trial in 1969 I publicly suggested that members ofthe United States government
s intelligence community, including Shaw, wereresponsible for the assassination and had carried it out in order to stopPresident Kennedy
s efforts to break with Cold War foreign policy. While thejury accepted my argument that there had been conspiracy, it was not then awareof Shaw

whichan individual or group, usually employing limited violence, captures positionsof governmental authority with-out conforming to the formal requirements forchanging officeholders, as prescribed by the laws or constitution.
Asuccessful coup requires a number of elements: extensive planning andpreparation by the sponsors (those responsible for the coup); the collaborationof the Praetorian Guard*, (officials whose job is to protect the government,including the President); a diversionary cover-up afterwards; the ratificationof the assassination by the new government inheriting power; and thedissemination of disinformation by major elements of the news media. If thisconcurrence of events has a familiar sound, it is because this is exactly whathappened when John Kennedy was murdered.
Ido not know precisely when the planning and prepar-
ationfor the coup began. In a sense, it may have been as early as late 1960 when theC.I.A. prepared a dossier analysis on the President-elect. Such a psychologicalprofile surely would
nothave contemplated assassination of the President,
Justwho did the plotting is not clear either. But certainly
GuyBanister was involved in questionable assassination-related activities veryearly. Representatives of his organiza-tion, Friends of Democratic Cuba, werethe first ones to impersonate Lee Oswald when they tried to buy 10 pickuptrucks for the Bay of Pigs invasion from the Bolton Ford dealership in NewOrleans in January 1961. Of even greater consequence, on the Sunday afternoon
following the assassination, after solemnly making an ap-pearance at the eulogy for Kennedy at the Capitol Rotunda, Johnson met with Henry Cabot Lodge, the U.S. ambassador to South Vietnam, in the Executive Office Building. He informed Lodge that he was not going to lose Vietnam, that he was not going to see Southeast Asia go the way of China, that
Saigon can count on us.
In August of 1964 the Gulf of Tonkin incident occurred
or, at least, so the American public was told. The entire affair carried the musky fragrance of the intelligence community.
While on routine patrol international waters,
it was announced from Washington,
the U.S. destroyer Maddox underwent an unprovoked attack.
An invisible enemy vessel, it seemed, had fired an invisible torpedo which fortunately missed the Maddox cruising off the coast of North Vietnam. Shortly afterwards, a similar incident took place involving another U.S. naval vessel. Once again the enemy, deceptive as ever, left no evidence of the attack.
Johnson soundly denounced this
open aggression.
He appeared on national television to inform the American citizenry that
renewed hostile actions against United States ships on the high seas in the Gulf of Tonkin have today required me to order the military forces of the United States to take action in reply.
Congressional leaders of both parties, he said, had assured him of passage of a resolution making it clear
that our government is united in its determination to take all necessary measures in support of freedom and in defense of peace in Southeast Asia.
The Gulf of Tonkin resolution, passed on August 7, 1964, with only two Senators dissenting, gave Johnson the power
to take whatever military action he felt necessary in South-east Asia. This declaration of war against North Vietnam, however unofficial, had been accomplished just over a year

Dr. Charles Still performed a neurological exam on the patientand noted no cranial nerve abnormalities. On motor exam he noted that the upperextremities appear normal in bulk, strength, and tone bilaterally even thoughthe left hand and fingers appear slightly smaller. The left lower extremitiesshows weakness and deformity at the left ankle and further associated with anold injury to a greater degree than the right which also shows the evidence oflesser injury. Dorsal flexion of the left foot is weaker and there is heel-to-shinataxia on the left greater than the right. He cannot stand with stability onthe left foot and cannot perform tandem gait without losing his balance.Romberg sign is absent. On sensory examination Dr. Still noted that there was adistal decrease in perception and pin prick below the gastrocnemius insertionand decreased vibration sense at both ankles. Joint position sense is preservedwith finger and toes. Cortical sensory testing was not performed. DTR
s aregenerally hypoactive and ankle jerks absent, even with reinforcement. Plantarresponses are not truly flexor, but there is no upward toe movement uponwithdrawal from the stimulis on either side. No primitive pathological reflexesare noted. Dr. Still

LABORATORYAND DIAGNOSTIC STUDIES: SMA-21 on 03/12/90 was remarkable for a slightelevation of direct bilirubin at .61 and mild elevation of SGOT, SGPT, andGGTP.
Theabove were felt to be due to alcohol intake. Patient
s folic acid level was11.8 and vitamin B-12 level 262. Urine drug screen performed on 07/06/90 wasnegative. Urine drug screen performed on 07/11/90 was negative. Urine drugscreen on 06/05/90 was negative. Urine drug screen performed on 06/06/90 wasnegative. Several other urine drug screens were performed during this hospitalstay which were also negative. Urinalysis as unremarkable. Patient
s CBC wasunremarkable. Thyroid panel: T3 1.41, T4 12.98, F.T.I. 9.21, and TSH 1.01. RPRwas nonreactive.
CONSULTATIONS:An EEG was performed and interpreted by Dr. Darla Mullaney: The interpretationwas
abnormal
EEG because of mild slowing of the background with someintermittent paroxysmal slowing and on one occasion focal slowing over the lefthemisphere. This is probably consistent with the patient
s history of headinjury. This was performed on 05/02/90. An EKG was performed on 04/19/90 whichwas WNL. An MMPI was performed on Mr. Hartzler, however he would not cooperatewith Dr. Rothstein in having the test interpreted by hand, therefore the datawas processed using the Marks Adult MMPI report version 2.1. This test wasin remarkable agreement with the patient
s clinical presentation.

COMPETENCY TO STAND TRIAL: No, unlikely to berestored.
DISPOSITION: Mr. Hartzler is currently a patientat State Hospital.
PERTINENT STATEMENTS: Mr. Edward Hartzler is a46-year-old, Caucasian male referred from Kershaw County Court of GeneralSessions for assessment at the William S. Hall Psychiatric Institute. Anevaluation is requested for his competency to stand trial and criminalresponsibility pursuant to the McNaghten Standard on the charge of Intimidationof an Individual by Means of Explosives on and about August 7, 1996. Ifresponsible, then a determination is to be made as to whether or not thepresence of a mental disease or defect impaired his capacity to conform hisconduct to requirements of the law.
This evaluation include the following:
1) ForensicPsychiatry Interview on July 19, 1999.
2) ForensicSocial History.
3) Reviewof Incident Report and Arrest Warrant on the current charge.
4) Reviewof available previous inpatient and outpatient records.
5) Reviewof previous outpatient staffings by Dr. Bernard Dupree on May 19, 1997 andJanuary 12, 1997
6) Reviewof report by Dr. Robert V. Heckel on March 18, 1999.
Summarizing briefly, Mr. Hartzler had initiallybeen assessed by Dr. Bernard-Dupree on January 12, 1999. At that time she felthe was not competent to stand trial but that he might become competent withtreatment. Treatment was subsequently rendered and Mr. Hartzler was once againstaffed and the report generated on May 19, 1997. In that report, Dr. BernardDupree opines that Mr. Edwin Hartzler remained not competent to stand trial andthat he was not likely to become competent in the future. A finding ofincompetence was made and Mr. Hartzler was admitted to the hospital fortreatment. The latest order asks that another evaluation of competency beperformed as it was thought that competency may have been restored. Mr.Hartzler is therefore seen for assessment pursuant to the latest order.
In reviewing his extensive chart, there is clearevidence of a history of paranoid and delusional thinking as well as manicsymptoms thus rendering the diagnosis of Schizo-affective disorder. Uponsuperficial conversation, it may appear Mr. Hartzler
s delusional thinking hasresolved. However, with further conversation and detail, it is clear that Mr.Hartzler
s delusional thinking remains and at times his though processes areincoherent.
MENTAL STATUS EXAM: Revealed an overweight,unshaven Caucasian male who was cooperative with the interview. Some increasein normal movements was present, but not to a significant degree. Speech was attimes loud but not pressured and otherwise within normal limits. Thoughts werelogical and coherent when talking about nonthreatening information. However,when discussing the details leading to the alleged crime, Mr. Hartzlerdescribes a complex delusional system involving the FBI, the CIA, Watergate andother ill defined conspirators. At times these thoughts are incoherent. Whenavoiding delusional material, Mr. Hartzler can maintain a normal, goal-directedconversation. His delusional system incorporates more and more individuals tothe point where he wonders about the involvement of Dr. Bernard-Dupree (whoformerly assessed him) in this conspiracy. He currently denies suicidal andhomicidal ideations though if released into the community this must always bethoroughly assessed. Cognitively he was alert and oriented to person, place,time and situation. His insight into his mental illness is poor.
CONCLUSION REGARDING COMPETENCY TO STAND TRIAL:Mr. Hartzler has some degree of factual understanding regarding the court andcourtroom proceedings and would be educable with regard to factualunderstanding of how the court works. He states that he intends to ultimatelyrepresent himself when he goes to trial on this specific charge. Though hestates he does not intend to get into all
the crazy stuff
(referring to theFBI and other delusional material) at trial, it would be impossible for him notto. He states he would serve as a witness in this case to defend himself.Consequently he would be subject to cross examination. Under cross examination,all this information would come fourth and its incoherence become readilyapparent. For this reason, it is my opinion with reasonable medical certainty,Mr. Hartzler is not currently competent to stand trial.
RECOMMENDATIONS: Mr. Hartzler is currently beingtreated at State Hospital. We recommend continued compliance with all aspectsof his treatment program though Mr. Hartzler has little insight into his mentalillness and the severity of it. As always, we recommend a thorough assessmentof danger to self and others in determining the least restrictive environmentnecessary for treatment.

HISTORY OF PRESENT ILLNESS: (Please see thepatient
s chart for his history which is extremely complicated.) Mr. Hartzleris a 37-year-old white male who was arrested for simple assault on John Dubose,a local physician, which stemmed from events surrounding his hospitalization. Mr.Hartzler has consistently believed himself to be the object of a number ofgovernment conspiracies which have involved figures all the way up to andincluding the President of the United States, the CIA, etc.
Collecting the history of Mr. Hartzler
s illnessrevealed that as well as threatening Dr. Dubose he has threatened the judgewho had him committed in 1983. He tried to buy a gun in a local gun shop aroundthat time, but was refused when he openly admitted that he planned to killSheriff Debruhl with it. Assault charges have been filed against him at varioustimes by a clerk in Camden and by a USC coed.
Mr. Hartzler once visited the SouthCarolina House of Representatives wanting to speak to speaker Bob Sheheen. WhenMr. Sheheen was unable to meet with him due to the fact that he was currentlybeing inaugurated. Mr. Hartzler told the house page that

d just as soonkill him as talk to him.
He also has a history of having been intercepted bysecret service agents when he was spotted at the Popes arrival in Columbia andas noted above he has a long history of obsession with the Kennedyassassination and other government conspiracies. When I was a resident Itreated Mr. Hartzler in 1983 and after leaving the hospital, he sent me aletter threatening to kill my attending physician Dr. Barten as well asphysicians at the state hospital. When discussing this letter with Mr.Hartzler, He freely admitted that he had indeed been serious about these plansat the time. Mr. Hartzler has a history of ............ I spoke with Dr. Young inorder to set things straight so that Edwin would not continue to be punishedfor something that he did not do.

Oswald was an agent of the Central IntelligenceAgency. ... Ferrie boasted that he had set up the assassination of Kennedy andmentioned the names of other important people he claimed to know.
The only Oswald-to-Marcello contact of any substance was thefourth, David Ferrie, who is indeed extremely interesting. Ferrie is said tohave piloted Marcello back from Guatemala after he was deported there byAttorney General Robert F. Kennedy. He occasionally freelanced as aninvestigator with an attorney G. While Frank Klein and I were transfixed in front of thetelevision set at Tortorich
s a most unusual incident occurred at GuyBanister
s office about 12 blocks away, on the other side of Canal Street. Atleast, it was unusual for Banister, a former agent in charge of the Chicagooffice of the F.B.I., a deputy superintendent of police in New Orleans, and aman who had a lifetime reputation as a rigid exponent of law and order.
TheMafia arranged/bought many votes for JFK in the Chicago area. People votedwho
d been dead for a while.

s operation also included the processing and handling ofanti-Castro trainees passing through the city. Some wearing green combatoutfits with black boots and others wearing civilian clothes, they arrived anddeparted in a steady stream. However, they always were in and out of the cityin small numbers so that there never would be a conspicuously large gatheringat the office.
To begin with, there was David Ferrie, the defrocked novitiatepriest and defrocked commercial pilot. A raffish adventurer with a crudely cut,homemade thatch of reddish mohair, and large greasepaint eyebrows which neverquite matched, Ferrie suffered from alopecia, a rare disease that renders itsvictims completely hairless. Constantly in and out of the office
except whenhe was across Lake Pontchartrain supervising the guerrilla training of theCuban exiles
he frequently was garbed in his green combat outfit and combatboots.
There was Guy Banister himself. The austere and downright regalformer chief of the Chicago F.B.I. office would necessarily have known a goodnumber of his intelligence community cousins and frequently would have beengreeting them, if not stopping to chat.
Then there was the ill-starred Lee Harvey Oswald, a thin young manstill ramrod straight from his Marine years, periodically marching out ofBanister
s with a handful of leaflets sufficiently inflammatory to make theaverage federal agent
s hair stand straight up.
Had they questioned Delphin Roberts, Banister
s secretary, shemight have told them what she later admitted to others: that Banister had beenengaged in closed-door meetings with Lee Oswald and that he had arranged for athird-floor room for Oswald

An Officer dashed into the Texas School Depository within amoment of the shots, and there, along with the manager of the building, foundOswald drinking a Coke by the Coke machine on the second floor.
Oswald was a dead man from the moment Kennedy was murdered. Ithas been suggested that the intent was to kill Oswald in the alley outside thetheater where he was arrested, expecting him to run out, so that he could beshot while
escaping,
but he stood up and shouted,
I am not resistingarrest!
Then they began the transfer of Oswald to another jail, and inthe middle of this, as Jack Ruby was coming down the ramp, Jesse Curry writes:
I was called to take a phone call from Dallas Mayor Cabell in my office ... Istayed in my office to give the report to Mayor Cabell,
while Oswald was beingkilled.

The Office of Naval Intelligence contacted Oswald while at Atsugisometime during 1958. Oswald then taught himself fluent Russian in his firstyear as a Marine. No ordinary Marine could possibly have the time to do thatwithout going to a high-powered military language school. He was stationed atthe Top Secret U-2 Spy base at Atsugi, Japan, and preached that

in history and that Communism is

His buddies called him
Oswaldkovitch.
You will recall that Oswald is supposed to have been a defectorto the Soviet Union when he was discharged from the U.S. Marines, and yet oneof his first jobs on his return from Russia was at Jagger, Stoves, Childs, acompany which did high level, high security work for the United Statesgovernment, including photography and special kinds of map work. In 1963, whenthis communist defector sought a passport, he got one in 24 hours.
As soon as Oswald was discharged, he very quickly left thecountry for London on September 21, 1959. He claimed he was going to the AlbertSchweitzer College in Switzerland. Oswald arrived in Southampton on October 9.He lied to customs, saying he would stay in London one week, then go toSwitzerland. The next day, he flew to Helsinki, Finland, on a private ormilitary flight, which could have only been arranged by government agents.There were no commercial flights to Helsinki that day.

Back in the United States, Oswald associated with persons in theCIA. His associates, in an obvious attempt to discredit the FPCC (Fair Play forCuba Committee) were from the Cuban Revolutionary Council (CRC), which was createdby the CIA

Elements of this group were referred to bysome, including President Johnson, as a
Murder Incorporated.
The first report the police sent out said that Tippit had beenkilled with an automatic pistol. Gerald Hill, the policeman who said it, knewthe difference, and it is impossible to confuse an automatic pistol shell withthat of Oswald
s alleged revolver, a different type of gun.
Now we are getting to the nitty-gritty. The shadow on Oswald
sface, cast by his nose and eyebrows, clearly show that the sun is directlyoverhead, but the long shadows on the ground show that the sun is in the late afternoon.
The FBI chiefs preordained
within hours after the assassination
that Oswald alone killed President Kennedy.
We recall that at the evening press conference when Oswald wasbrought before reporters and introduced as a member of one of the Right WingCuban groups, Jack Ruby was there and shouted out a correction that Oswald wasa member of the FPCC.
In a pub. other than the above, Beverly Oliver said thatOswald and Ruby were
bedmates.

Within seconds, he and Depository superintendent Roy Truly wouldencounter Lee Harvey Oswald calmly standing in the second-floor lunchroom ofthe Depository.
Oswald told a friend at the time that he was having an affairwith a Japanese girl who worked as a hostess in a Tokyo nightclub called theQueen Bee.
This was an intriguing connection indeed, for the Queen Bee atthat time was one of the three most expensive night spots in Tokyo. An eveningat the Queen Bee could cost up to a hundred dollars. It catered especially toofficers and pilots (including U-2 pilots, according to author Edward JayEpstein). It was believed that the hostesses of the Queen Bee, one hundred ofthe most beautiful women in Tokyo, were using their charms to gain informationfrom American servicemen.

On the morning of November 9, 1963
The FBI was well aware of this conversation; on November 17, FBIovernight code clerk William S. Walter received an Airtel alert from FBIheadquarters in Washington about
a threat to assassinate President KennedyNovember 22-23" in Dallas by
a militant revolutionary group.
Instructions in the teletype include contacting infiltrators (such asSomersett) in local racist hate groups.
At 10:30 A.M. on November 22, Somersett received a phone call inMiami from Milteer in Dallas, stating that President Kennedy would be therethat day and would not be visiting Miami again.
On November 23, Somersett and Milteer met at Union Station inJacksonville, Florida. Milteer had just come from Dallas, and he was
jubilant
over the assassination of the President. He bragged to Somersett that
everything ran true to form. I guess you thought I was kidding when I said hewould be killed from a window with a high powered rifle.
Somersett asked Milteer if he had been guessing about theassassination. Milteer replied,
I don
t do any guessing.
The two men traveled to Columbia, S.C., that night.

On the way up, Milteer said to Somersett:
Well, I told you so. Ithappened like I told you, didn
t it? That
s the way it was supposed to be doneand that
s the way it was done.
At breakfast on November 24, Milteer told Somersett,
They did nothave to worry about Lee Harvey Oswald because he doesn
t know anything.
Laterthat morning, Jack Ruby shot Lee Oswald. After Oswald died, Milteer toldSomersett,
All clear, don
t worry.
The Milteer case is important for two reasons: it proves theexistence of a conspiracy and Milteer
s prior knowledge of the details of theplot, and it shows how the FBI handled the situation. Instead of grabbingMilteer and Brown before the murder, they waited until after the fact, thentipped them off that Somersett was informing on them, thereby compromisingtheir informer
s safety and putting his life in jeopardy. At the same time,they made sure that Somersett could not get any more information on Milteer,Brown and the plot. Somersett was the best lead to the conspiracy; the FBIcould not allow that link to exist, and so they severed it.
Miami Circuit Court Judge Seymour Gelber, then an assistant toState Attorney Richard Gerstein, had been working on the Milteer case since thestart. He expressed disbelief at the actions of the FBI. Gelber wrote,
Somersett is extremely concerned about this turn of events [Milteer beingcalled in by the FBI and tipped off that Somersett was the source ofinformation]. Milteer did not accuse him of being an FBI informer, but inasmuchas the questioning appeared to be based on the statements made to Somersett, suspicionwould inevitably rest on him (Somersett) ... There is no chance of gettingMilteer and Brown to Miami now and there is a possibility that they will showconsiderable caution in future conversations in Somersett
s presence ... Itruins our investigation and further weakens the effectiveness of the undercoveragent, not only for us, but also for the FBI.
During his
interview
with the FBI, Milteer
emphatically deniesever making threats to assassinate President Kennedy or participating in anysuch assassination.
Even though the FBI had in their possession theSomersett-Milteer tape recording, they took Milteer
s word for it and ignoredtheir own evidence.
Perhaps the strangest part of the Milteer incident is that hisblood lust led him to Dallas to witness the assassination. He was photographedand filmed on the eastern curb of Houston Street, diagonally across DealeyPlaza, just out of range of a possible stray shot, as the President
s car droveby seconds before the first shot was fired.
Somersett died on May 7, 1970 in Goldsboro, N.C. after a longillness. He was 68 years old. Two years before, on April 3, 1968, Somersettcalled Miami Police Detective Lt. C.H. Sapp and informed him that he hadlearned through his connections of a plot to assassinate Dr. Martin LutherKing, Jr., in Memphis the next day. Although we cannot prove it, he must havereported the information to the FBI at the same time. Sapp has stated thatSomersett mistrusted and feared the FBI, even though he had worked for them sincethe early 1950s. This may be one reason why he gave the same information to theMiami Police.
Dr. King was murdered the next day, on April 4, 1968. WillieSomersett had given accurate information to law enforcement agencies about twoof the most important political assassinations in history, and they had beenunable
or unwilling
to prevent the killings.
Milteer
s life of perverse hatred came to a strange andquestionable end on February 9, 1974.

A Coleman stove blew up in his Quitman, Georgia, mansion, andMilteer was sent to the hospital. His condition improved steadily for twoweeks, but then he suddenly died. Milteer lived for more than a decade after the Kennedyassassination. In all that time, the FBI, well aware of his foreknowledge ofthe impending murder, never approached him after the initial tip-off interviewto try and find out more of what he knew. Milteer was their strongest knownlink to the murder, yet they refused to follow up on that lead. Why?
The FBI did not give the Warren Commission the Milteer file untilthe last few weeks of the Commission
s existence. Then, instead of acting onthe information, the Commission buried the Milteer file in the NationalArchives, marked,
National Security
. Only through the Freedom of InformationAct were the file and related documents finally pried loose from the cloak ofsecrecy.
Milteer is dead and he was just one man, but he was one of tens ofthousands of fanatical members of increasingly militant hate groups in theUnited States. And those groups still flourish to this day.

6. The Miami Tape
This chapter was written by Bill Barry of THE MIAMI NEWS. Wefeel this is one of the most important developments in the unfoldingassassination story. Only a short summary of this story was printed in THEMIAMI NEWS, and in a few of the nation
s large dailies. Names of all partiesmentioned in the story are known to the police agencies.
Two weeks before John Fitzgerald Kennedy was assassinated inDallas, a man sat in a Miami apartment and told how it would be done.
He said that the President would be shot with a high-powered riflefrom an office building. He said that the gun would be disassembled, taken intothe building, assembled, and then used for murder.
No mention was made about disassembling the gun again to take itout of the building.
He then said:
They will pick up somebody within hours afterwards... just to throw the public off.

The man told his tale on November 9, 1963. On November 22
shortly after noon
President Kennedy was shot with a high-powered rifle whileriding in an open car which had just passed the Texas School Book Depositorybuilding on Elm Street in Dallas.
Just a few hours later, Dallas Police captured Lee Harvey Oswald.They said he had assassinated the President. But Oswald said:
I haven
t killedanyone ... I
m just a patsy.
Oswald was echoing the man who said in Miami that somebody wouldbe picked up for the murder
quickly
just to throw the public off.
The public avidly read stories about Oswald
accused killer ofthe President
who had been drummed out of the Marine Corps and who haddefected to Russia and who had a Russian wife and who had a record of mentalinstability and who was a political agitator of extreme causes.
If Oswald was a patsy, whoever had picked him for the role hadchosen well.
The Warren Commission later concluded that lee Harvey Oswald wasthe lone assassin. It said that he owned a high-powered rifle ... a 6.5Mannlicher-Carcano, bolt-action, fitted with a sniper scope.
The Commission said that Oswald had disassembled the rifle,34" long put the parts in a paper bag, and carried the bag under his arminto the book building on the morning of the 22nd. The Commissionsaid Oswald then assembled the rifle on the sixth floor of the building andfired it three times at the President when he went by in his open car.
The Commission said Oswald did not try to remove the rifle fromthe building. The police found it behind some boxes.
The man who had predicted the method of assassination two weeksbefore it also said this
He (Kennedy) knows he is a marked man.
He was asked:
They are really going to kill him?
He answered:
Oh, yeah, it is in the working.
Perhaps Kennedy did know that he was marked man.
On the morning of Nov. 22
while Lee Harvey Oswald was allegedlytaking his disassembled rifle into the book depository where he worked
President was in a Fort Worth hotel room with his wife.
As he was waiting for his flight to Dallas, someone showed him afull page ad which had been run that morning in the Dallas newspaper. The adaccused the President of treason. His close aide, Ted Sorenson, later wrotethat Kennedy turned to Jackie and said:
We
re really in nut country now.
The President and Jackie both read the ad through. Both reacted asif they had been struck physically. William Manchester, in THE DEATH OF APRESIDENT, describes what happened next.

Kennedy began pacing the room talking about assassination.
He said:
Last night would have been a helluva night toassassinate a president. I mean it. There was the rain, and the night, and wewere all getting jostled. Suppose a man had a pistol in a briefcase.
He raised his right hand, pointing it like a pistol, and he firedoff some shots, using his thumb as the rising and falling action of thepistol
s hammer.
He said:
Then he could have dropped the gun and the briefcase ...and melted away in the crowd.
Kennedy then went to Dallas
to his death. But the assassinationdid not happen the way he had figured it. It happened the way the man in Miamihad said it would
two weeks before.
It was not done under the concealment of night, in the confusionof a rainstorm, by a man in the street with a pistol and with a mob in which tolose himself. It was done in bright sunlight, at midday. The Warren Commissionhas said it was done with a high-powered rifle from an office building.
The man in Miami also named one man who was gunning for Kennedy.He said:
... (he) is just as likely to get him as anybody ... he tried to getmartin Luther King ... he followed him for miles and miles, and couldn
t getclose enough to him.
The man he named was not Lee Harvey Oswald. The person named is aKlan leader from Tennessee. He, and the man talking in Miami, were working withRight Wing groups
trying to form a third American political party.
The party was to be called the Constitutional Party for StatesRights. The man in Miami said the party was to be used as a front for severalactivities.
He said:
There is a party movement, and there is also an individualmovement. And they are distinct and separate.
The party movement, he added, concentrated on state
s rightspolitics. The individual movement, he said, concentrated on terror.
He said that the Klansman whom he named as the man who might kill thePresident was a member of the hard-core underground. He said that the Klansmanwas in on the bombing of the Birmingham church in which several Negro childrenwere killed.
He said:
If he wants to blow up the National Capitol, that is allright with me. I will go with him. But not as a party though, as an individual... after the conversation, and the way he talked to us, there is no questionin my mind about who knocked the church off in Birmingham.
Sitting in an armchair in a cream-colored parlor in Miami, onNovember 9, 1963, two weeks before the President was killed, the man said:

Well, we are going to have to get nasty. We have got to be ready,we have got to be sitting on go, too. There ain
t any count-down to it. We havejust got to be sitting on go. Count down and they can move in on you. And on gothey can
t. Count down is all right for a slow, prepared operation. But in anemergency operation, you have got to be sitting on go.
Somebody said to the man:
Boy, if that Kennedy gets shot, we havegot to know where we are at. Because you know that will be a real shake if theydo that.
The man said:
They wouldn
t leave any stone unturned there noway. They will pick up somebody within hours afterwards .. just to throw thepublic off.
Sitting calmly in the Miami apartment on Wednesday, Nov. 9, twoweeks before the President was assassinated, the man talked on. Behind hischair were some holes in the wall. Inside the holes were wires. The wires ledthrough the wall to a box hidden on top of the refrigerator in the kitchen.
The box was a tape recorder owned by the Intelligence Division ofthe Miami Police Department.
Several days later, a copy of the tape containing informationabout the planned assassination of president John F. Kennedy was given to theSecret Service.
On Nov. 18, President Kennedy came to Miami. The Miami Police tookextraordinary measures to guard the President
s life. They insisted that heabandon the plan to take a long and open motorcade from the airport into town.They put him on a helicopter instead.
He left Miami in good health. It was a Monday.
That Friday there was no count down in Dallas. Somebody wassitting on
go.
The President was shot dead.
The Miami tape was two weeks old.
And the Secret Service had had it for over a week ...
In 1963, the Miami Police were fighting a new kind of foe.
All over the country
and especially in the South
a traditionalbut small political force had been gathering strength and members. The forcevowed to fight back against the growing power and influence of the Civil RightsMovement.
The force called itself the State
s Rights Movement. In 1963, itwas organizing in most of the United States. And, in 1963, some of itsorganizers were moving into Florida.
An informer for the Intelligence Division of the Miami Police hadinfiltrated the hierarchy of the national group. What he told his Miamicontacts made them sweat a little. They envisioned busted heads rolling in thedust of Seventh Avenue, and they feared that blood would run in the gutters ofFlagler Street in Miami.

The busted heads would have been Negro heads. And the blood wouldhave been the blood of Jews.
The Miami police wanted to smash the extremists before theybrought their violence downtown where integration was proceeding quietly
andsmoothly.
The Informer made his first contact with a national leader inJuly. They met in Atlanta at a chicken cafeteria operated by Lester Maddox
the new ax-handle governor of Georgia.
The Informer was briefed on the plans and present organization ofthe new third party. There were some nationally prominent names involved. Oneof the names belonged to one of the greatest political families in Americanhistory.
The Informer was told that one of the immediate goals of the partywas to persuade
South Carolina Senator Storm Thurmond
to run for president on the State
s Rights ticket in 1964.
The National Leader said that he was soon going to make aninspection tour of local organizations in several states and he invited theInformer to go along.
They left in the National Leader
s truck in October. they attendedState
s Rights meetings from Georgia to Indiana. On the way back, they stoppedin Tennessee to visit with one of the group
s top officers.
He was also a high Klan official. The Informer learned to know theKlansman as an underground terrorist for the national party
a man whoallegedly had a liking for bombing churches and killing Negroes.
The Informer was told that the Klansman had participated in thebombing of the Birmingham church in which several Negro children were killed.He was also told the Klansman had tried to kill Dr. Martin Luther King and that,now, he had his gunsights on the President of the United States.
The Informer returned to Miami and told his police contacts thateverywhere he had been he had heard talk about the plans to kill John F.Kennedy. He was told to get the National Leader down to Miami
quickly.
Kennedy was due in Miami on Nov. 18. The police wanted to knowmore about the assassination talk. And they wanted to
bug
the National Leaderso that they would have the talk on tape.
The Informer told the National Leader that everything was set upfor him to come to Miami to talk to the local Patriots about organizing a mainFlorida chapter of the State
s Rights Movement.
The National Leader came to Miami in November.
On Nov. 9, he sat in the parlor of a Miami apartment and talked tothe Informer about organization and violence. He also talked to the hiddenmicrophone of a police tape recorder.
The two men talked about people high up in the movement. TheInformer said that he was worried about some of these people who seemed to havea propensity for shooting their mouths off in front of people they didn
t know.

He said that some of the higher-ups had a habit of talking aboutthe bomb and demolition operations in front of relative strangers.
The Informer said:
Now, I will tell you between me and you,because we are talking, we aren
t going to talk to everybody like we aretalking here ... but I don
t think it is a good idea for people to discussthings like that in front of strangers ... if you are going to take (namedeleted) in, and he is going to be one of the head men, the man behind you,then you have got to talk to him a little bit and tell him, you know,
You havegot to be a little more conscientious, especially on these bombings, andkillings.
After all, he comes right out with it.
The National Leader agreed that security demanded that loose talkbe curbed.
The two men also talked about several of the group
s demolitionsquads which were led by former American soldiers.
The National Leader said that he had been contacted by anunderground chief in Delaware who had his eye on the Supreme Court building inWashington. The National Leader had worked on the construction of the buildingfor three and a half years.
He said:
He wanted me to give him the layout there so they couldgo over there and do some things there, you know. But he called it off. I don
tknow why. I didn
t ask him why. That was his affair. But he called it off. ButI was ready to go with him. I gave him the damn information he wanted.
The Informer said that they had to be careful transportingdynamite across state lines because that was a Federal offense. The NationalLeader said that the organization would be strictly secret with nobody buthimself exposed. He said:
And we have to set up a little fund there to get itoperating.
In a while, the Informer said:
I think Kennedy is coming here onthe 18th, or something like that, to make some kind of speech.
The National Leader stated:
You can bet your bottom dollar he isgoing to have a lot to say about the Cubans, there are so many of them here.
The Informer :
Yea, he will have a thousand bodyguards. Don
tworry about that.
The National Leader:
the more bodyguards he has, the easier it isto get him.
What?
The more bodyguards he has, the more easier it is to get him.
Well, how in the hell do you figure would be the best way to gethim?

From an office building, with a high-powered rifle,
the NationalLeader said. Then he said that it was in the works, and that Kennedy knew it.
He said that the Klan leader in Tennessee could be the one to doit. He said:
He ain
t going for play, you know ... He is going for broke.
The Informer tried to coax the National Leader into saying where,and from which office building the assassination might be done. But all theService usually covered only buildings which appeared suspicious to them.
He said that the rifle to be used in the assassination would betaken disassembled into the building. He said:
... you don
t have to take agun up there. You can take it up in pieces.
The conversation again turned to the heavy work the group wasdoing with explosives. But explosives were never mentioned as a weapon to beused by those plotting the President
s assassination.
He then said the police would be quick to pick somebody up for thekilling, just to throw the public off.
The Informer and the Secret agent rode around in a car while theInformer gave a statement about the assassination plans.
More than a week later, the President was killed. It wasapparently done in the exact manner described by the National Leader of theRight Wing movement then strongly emerging in American politics.
After the assassination, Miami Police again brought the tape tothe attention of the Secret Service. The Informer said that the National Leaderwas picked up by the FBI on Nov. 27, 1963. His name does not appear in thereport published by the Warren Commission.
Recently, talking about the National Leader, the Informer said:
He was glad that Kennedy had been killed.
But he was scared too. He didn
t plan to be in on it. But he knewthe people who did. It was a general idea
a subject of general discussion inall the groups. There were maybe five, or ten groups, which could have been inon it.
But he thought it was probably pulled off by the Klan group inDallas headed by a man named (deleted). When it happened, he figured they werethe ones that did it. He was a little scared because he had been around thesegroups when they had been discussing the plan.
The Informer said:
The Secret Service and the FBI had thisinformation. They knew that the threat was there. They knew how it was to bedone. And they didn
t protect the President from it. They were out drinking andrunning around the night before and Mr. Kennedy got killed.
The Secret Service agent who had met that night with the Informerwas asked recently about the tape. He said:
I can
t comment. And you can
tquote me on my no comment.
He was serious.
An FBI agent, named as a contact by the informer, said,
We hadnothing to do with the tape.
He was asked if he knew about the existence ofthe tape. He said:
I wouldn
t be able to answer your question.

Neither the Informer, nor the Miami Police intelligence officerwho supervised him, know what has happened to the National Leader. Theintelligence officer said his investigation leads him to believe that theassassination idea germinated within a group working in Louisiana.
And Texas editor, Penn Jones, who has been chasing assassinationclues for over three years, said:
I think that the planners of theassassination had operating units in Miami, Dallas, and New Orleans. Also thereis a little country place in the backwoods of Louisiana which is involved.
Less than three weeks after the assassination, the National Leadertook a political trip. He just left Miami and he was headed for New Orleans,the Louisiana
outback country
, Houston, Dallas, and Fort Worth.
Right now he is a little hard to find.
And Penn Jones said:
He wasn
t supposed to be talking like that.I will bet you four dollars that he will soon be dead ...

In a letter dated November 19, 1974, [Ted] Kennedy responded:
My family has been aware of various theories concerning the deathof President Kennedy, just as it has been aware of many speculative accountswhich have arisen from the death of Robert Kennedy. I am sure that it isunderstood that the continual speculations is painful for members of my family.We have always accepted the findings of the Warren Commission report and haveno reason to question the quality and the effort of those who investigated thefatal shooting of Robert Kennedy.

William C. Sullivan, formerly No. 3 man in the FBI, has become thesixth bureau official to die within the past six months.
All were connected with the investigation of the John F.Kennedy assassination.
Sullivan, 65, was fatally shot near his New Hampshire homeWednesday when, according to state officials, he was mistaken for a deer by ayoung hunter.
The veteran FBI official was in charge of the bureau
scounter-espionage section in 1963.
In
The Invisible Government,
a book by David Wise and Thomas B.Ross, the authors said
actual counter-espionage work is conducted by the FBI
shush-hush division Number Five. This is the Domestic Intelligence Division,headed by William C. Sullivan. It is in charge of espionage, sabotage, andsubversion cases.

Sullivan, in the years afterthe assassination, apparently became disenchanted with Hoover and some FBIpolicy.
His feud with Hoover climaxedin 1971 when he arrived at his office to find that Hoover had ordered the lockson his door changed.
Testifying before Church
scommittee, Sullivan said Hoover had leaked the secret FBI assassination reportabout 10 days after Kennedy
s death to
blunt the drive for an independentinvestigation of the assassination.
SULLIVAN ALSO spoke out againsthis former employer during the investigation into a note left by Oswald at theDallas FBI office prior to the assassination.
Agent James Hosty, for whomthe note was intended, told a House subcommittee he destroyed Oswald
s noteafter Kennedy
s death upon orders from his superiors. He also said he did nottell the Warren Commission about the note, also on orders from superiors.
Sullivan backed up Hosty
sstatements when he told Time magazine that at least 10 top FBI officials inWashington knew of the Oswald note.
During the Watergate scandals,Sullivan
s name surfaced on some of the White House tapes.
Then President Richard Nixonand aides discussed obtaining information from Sullivan about politicalsurveillance ordered by Johnson and Kennedy. Whatever information Sullivanprovided apparently fell short of their expectations.
In recent years, Sullivan hadbeen named in several civil suits brought by persons who claimed they were theobjects of illegal FBI surveillance.
